시민행정신문 이정하 기자 | EU 집행위는 10일(월) '역외보조금규정(Foreign Subsidies Regulation, 이하 'FSR')'에 따른 기업의 통지의무 절차 등에 관한 '이행규정(Implement Regulation)'을 발표했다. 동 이행규정은 기업 인수합병 등 기업결합과 EU 공공조달 사업에 참여하는 역외기업이 자국 정부 등의 보조금 수령 내역을 보고하는 절차를 규정하는 내용이다. FSR 규정은 2021년 5월 EU 집행위가 제안한 법안으로 2022년 6월 EU 이사회, 유럽의회 및 EU 집행위 3자협상(Trilogue)에서 합의됐으며, 2023년 1월 12일 발효됐다. 다만, FSR 규정의 적용은 2023년 7월 12일 개시되며, 2023년 10월 12일부터 기업결합 및 공공조달 입장 시 이행규정의 규정에 따른 역외보조금 내역을 통지해야 한다. 역외보조금 통지의무 [기업결합] 피인수기업, 합병기업 가운데 일방 또는 조인트벤처가 EU에 소재하고 EU 역내 매출액이 최소 5억 유로 인상인 경우, 인수 및 합병거래 기업들이 과거 3년간 수령한 합계 역외보조금이 최소 5천만 유로 이상인 경우이다. 시민행정신문 이정하 기자 | 수원시국제교류센터가 7월 5일부터 9일까지 몽골 울란바토르에서 ‘세계시민 스터디투어 in 몽골’을 진행했다. ‘세계시민 스터디투어 in 몽골’은 수원시민들이 몽골 울란바토르 일원을 탐방하며 사회·문화·역사를 이해하고, 사막화를 방지하기 위해 수원시가 조성한 ‘수원시민의 숲’에서 조림(造林) 자원봉사 활동 등을 하는 프로그램이다. 초등학생(5~6학년), 중·고등학생이 부모님과 함께 가족 단위로 참가하는 등 다양한 연령층의 시민들이 참여했다. 첫날 ▲자이승전망대 ▲이태준 기념공원 ▲몽골 임농업교육센터 ▲한몽 우호의 숲 등을 방문해 몽골의 사회·역사·문화를 이해했고, 둘째 날에는 사막화 피해 지역(쫑머드)에서 간단한 식생조사를 한 후 ‘수원시민의 숲’을 방문해 조림 자원봉사(구덩이 파기, 나무 심기 등)를 했다. 셋째 날에는 현지 아이들 10여 명에게 대한민국과 수원시를 소개하고, 단청만들기 체험, 전통놀이 등 함께하는 교육봉사를 진행했고, 4일 차에는 라마불교사원, 수흐바타르 광장 등을 방문해 몽골의 문화·역사를 탐방했다. 수원시국제교류센터 관계자는 “세계시민 스터디투어 참가 시민들이 ‘수원시민의 숲’ 조림 현장을
